Greenwich developer wants to demolish Garden Catering site to make way for housing

GREENWICH — Another “affordable” housing proposal has been put forward by a developer who is looking to demolish the Garden Catering site on Hamilton Avenue and build 10 homes there.

The proposal submitted by developer Joseph Pecora would build 10 units in a four-story building at 177 Hamilton Ave., near Grand Street. An existing house would also be demolished, according to the proposal.

The developers would reserve three units as affordable under state 8-30g regulations. The Affordable Housing Act makes it easier for developers to build projects that reserve units for working and middle-income people, giving local planning agencies little flexibility or discretion in the approval process.

Numerous other 8-30g claims are currently being considered by the city’s Planning and Zoning Commission, while Greenwich state lawmakers seek changes to the law in the state capital of Hartford. They say the law facilitates projects that are out of scale and too dense for local communities.

No commercial operation would be part of the project, according to the lawyer representing the project, Bruce Cohen, and it would be “100% residential”. The plan also provides for 11 parking spaces.

The Pecora development team is also working on another housing proposal with an affordable component on Brookridge Drive.

Garden Catering has eight locations in southern Connecticut, opening the latest store in New Haven.

The first two stores opened in Greenwich, and other locations include Stamford, Norwalk and Fairfield as well as Port Chester and Mamaroneck, New York. The farm is famous for its all-white chicken nuggets, as well as its potato cones.

Garden Catering is owned and operated by the Carpenteri family. Messages left with company management were not immediately returned.

A fire severely damaged the restaurant on Hamilton Avenue in 2014, but it has been repaired and renovated.

The site had previously belonged to the Pastore family, since 1947, according to city records. The current owner is now listed as 177 Hamilton LLC, affiliated with Pecora Brothers Inc.

The application has not yet been scheduled for a hearing at the Planning and Zoning Commission.
