A construction worker kept money for the project



A construction worker asked a local law firm for $50,000 to start a project he never finished, Laredo police say.

On November 2, Juan Manuel Santos, 38, was served with an arrest warrant accusing him of theft of property. Webb County jail records show Santos is on bail.

The case dates back to August 18. At approximately 3:33 p.m., authorities responded to the Gonzalez and Associates law firm at 1208 Guadalupe St. for a theft report. The plaintiff stated that a contract was concluded with Santos de Santos Construction on November 10, 2020.

Court documents say Santos requested a $50,000 deposit to start a construction project for the law firm and obtain permits for the project. The payments were made by check, one for $40,000 and the other for $10,000, the arrest affidavit states.

The checks were cashed and Santos initially launched the project. Then the city of Laredo posted a “stop work” sign at the project site because permits were not obtained for the project, according to the affidavit.

Santos would give excuses for about two years as to why he couldn’t go and do the project. When the plaintiff asked Santos to return the money, he stopped responding and avoided contact, according to court documents.

An investigator obtained an arrest warrant for Santos after presenting his findings to the district attorney’s office.
